Short-term rentals need a Town permit
The Town requires a permit before a property is offered as a short-term rental. Its page says owners first register with the Maricopa County Assessor and hold a state Transaction Privilege Tax license. Rentals of 30 days or more need no Town permit. This is general information, not legal advice.
